Programme Overview
The Municipal Financial Management Programme offers businesses the opportunity to enrol accounting officials, finance officers, councillors, senior and middle management in local government in a 12-month programme consisting of a series of workshops. Participants will be guided in compiling Portfolios of Evidence (PoEs) based on their workplace experience. These PoEs will be assessed and moderated, and upon being deemed competent, participants will be awarded a National Qualification.
Programme Scope
Municipal finance is the system local governments use to generate revenue, manage budgets, and allocate public funds. The qualification serves to provide the opportunity for new and existing public sector employees to gain financial management competencies. In this light it serves to allow access to management positions for groupings previously excluded from such positions.

Key Learning Outcomes:
At the end of the MFM programme, participants will understand:
- Legislative Compliance: Interpret and implement public sector frameworks, such as South Africa’s Municipal Finance Management Act (MFMA)
- Strategic Budgeting: Manage all aspects of multi-year budgeting, from revenue and expenditure planning to policy implementation.
- Risk Management: Implement financial controls to mitigate risk, detect fraud, and secure sound fiscal practices.
- Supply Chain Management (SCM): Apply key SCM principles to ensure transparent, fair, and cost-effective delivery of municipal services
- Asset and Liability Management: Monitor and maintain municipal infrastructure, cash flow, and investments.
- Corporate Governance: Drive strategic planning, manage stakeholder relations, and align service delivery with national/local goals.
