Absorption, in the Context of B-BBEE
B-BBEE Absorption Points are hidden jewels on the B-BBEE Scorecard. These points are awarded to employers who invest in previously unemployed black learners by hiring them when they complete a learnership programme. A learner becomes eligible for absorption after successfully completing their vocational training. Once absorbed, the measured entity can claim bonus points under the skills development element of the scorecard.
According to section 9(1) of the Codes of Good Practice, the definition of “absorption Schedule 1” is as follows: a measure of the measured entity’s ability to successfully secure a long-term contract of employment for the employee, learner, intern or apprentice”.
Documentation Needed to Claim Absorption
To claim absorption points, the following documents are required:
- A certified copy of the individual’s ID
- EEA1 form
- Completion certificate or agreement for the programme
- Permanent employment contract
- First and latest payslips following absorption
When a Learner Declines Absorption
The B-BBEE Commission clarified the matter, stating, “No, in such a case, there is no absorption and only an offer for such, which the learner has declined. B-BBEE is based on actual performance and not what was intended. Hence, paragraph 2.1.6 of Statement 000 refers to each B-BBEE claim being supported by evidence.
